The L'si were a powerful, trans-dimensional race encountered by the ACI in 2410 when the species made contact with the Institute aboard Starbase 39. The L'si were seeking the help of the ACI in sealing a dimensional tear first encountered by the USS Tangiers nearly a decade previously.

e L'si used a focused graviton lensing technique to open a dimensional rift that allowed them to translocate a small pocket of their dimension onto Starbase 39. At first, no communication was possible due to an effect similar to that of a one-way mirror. Only after several appearances of L'si on the station were ACI officers able to make contact with the aliens.
When communication finally became possible, the ACI learned that the L'si were an aggressive, extremely advanced species that blamed the ACI and the actions of the Tangiers for their situation. Unable to close the original rift themselves, they swore revenge and abducted Rear Admiral Telev in retaliation.
With the help of a dissident faction in L'si society, an away team, lead by Ilara Zhal ventured into L'si space to retrieve Telev. The team was successful, but only after discovering that the dissident faction did not favor peace, but had acted to help the ACI because they feared that the Institute was too powerful to resist. When the ACI's peaceful intentions were revealed, the L'si facilitator sought to prevent Telev's rescue but was ultimately overcome by the away team.

The L'si attitude towards the ACI is predominantly shaped by fear. The dominant faction responded to this fear by attempting to invade our dimension. They felt that the radiation was an attack, and that any delay in counter-attacking would only put them in a weaker position. The dissident faction sought to appease the ACI by helping us close the rift and returning Telev, but their representative changed his mind when he learned that we were not killers. He then saw us as weak and refused to help us.
